City of Maquoketa Ice/Snow Removal Plan
Revised November 14, 1996

1. Each year before snow removal season a meeting will be held with the City Manager, Director of Public Works and Chief of Police to review this plan.

2. City equipment will be configured and mobilized for snow removal operations prior to the first forecast of snow/ice for the season. (Details and minimum equipment, Terry)

3. As the department on duty 24 hours a day, 7 days a week, the Police Department will notify the Department of Public Works about hazardous street conditions outside the normal Street Department hours of 7:00 a.m. to 3:30 p.m. Monday-Friday, phone 652-2648, or Terry Bronson at 652-6061. During normal department hours, the Street Department shall monitor street conditions. Police Department should notify Street Department of street conditions advisories/mishaps at any time.

4. As the City wishes to minimize overtime, the Police Department will use the following "Rules of Thumb" prior to notifying the Street Department:

a) A minimum of 2 inches accumulation of snow.

b) Ice accumulation that is an unacceptable hazard to normal winter driving.

c) If the police department is going to err, err on the side of increased safety for our citizens.

5. The DTN system at the Law Enforcement Center can be utilized by both Police Department and Street Department personnel to supplement visual information on current street conditions. Once aware of the street situation and weather forecast, the Director of Public Works or designated representative shall control the amount of equipment placed into service and the number of employees assigned to this activity. Consider using contractor support and their equipment when necessary, especially if the City experiences breakdowns in City equipment.

6. In accordance with City Ordinance 3-3B-17, a snow removal emergency will be deemed to exist after an accumulation of 3" or more of snow or after declaration of a snow removal emergency by public radio announcements, and shall be deemed to continue for 24 hours unless the time is shortened by the Director of Public Works or the City Manager. The Director of Public Works or his designated representative will:

a) Declare the snow removal emergency at the appropriate time.

b) Notify KMAQ at the earliest opportunity, phone 652-2426, and advise the news director that a snow removal emergency exists, parking is prohibited on the snow routes, and that parking is prohibited on any street for over 8 hours in an area that has not been cleared of snow following the declaration of this snow removal emergency.

c) Notify the Police Department, phone 652-2468, of the decision to declare the snow removal emergency.

7. Priorities for ice and snow removal shall be the following: (Assumption: IDOT will have Platt Street open)

a) Access to minimum equipment for Police Department/County Sheriff Department.

b) Access to Jackson County Public Hospital and ambulance garage.

c) Access to dire department.

d) Access to schools if not announced to be closed.

e) The City's Snow Route System. The above facilities are part of the Snow Route System. In accordance with City Ordinance 3-3B-16, the following is the entire Snow Route System.

1) Main Street from the South City Limits to Maple Street.

2) Main Street from Quarry Street to Pershing Road.

3) Platt Street from the West City Limits to Second Street.

4) Platt Street from Olive Street to the East City Limits. Remember IDOT has primary responsibility on this State Highway 64.

5) Summit Street from West City Limits to Jacobsen Drive.

6) Jacobsen Drive

7) East Maple Street from South Main Street to the East City Limits.

8) North Arcade from West Platt Street to West Grove Street.

9) Niagara Street from West Grove to West Monroe Street.

10) South Matteson Street from East Apple to East Summit Street.

11) Grove Street from North Arcade to North Walnut Street.

12) Pershing Road from North Main Street to East City Limits.

13) Walnut Street from East Platt to Pershing Road.

14) Quarry Street from North Arcade to North Walnut.

f) Keep intersections and other potentially hazardous areas sanded/salted depending on temperature and forecast. The intersection of Summit and South Main will be one of the first intersections to become hazardous.

g) Move snow in business district to center of street for later removal & clean parking lanes on Platt Street in central business district. IDOT does not plow the parking lane at any time.

h) Open remainder of residential streets.

i) City parking lots.

j) Haul snow from central business district.

k) Finish cleaning residential streets. Plow to the curb and gutter

8. Assistance in moving cars from snow routes and the central business district as well as side streets can be obtained from the Police Department.

9. Snow hauled from City Streets is dumped the County Fair Ground with prior coordination with Tom Callahan, phone 652-5020. Start in the far southeast corner of the Fair Grounds and work north to the east gate and then west.

10. The Director of Public Works will advise KMAQ and the Police Department when snow removal is completed in the central business district and at the termination of the snow removal emergency.
