Fiscal Transparency & Policies

The City of Maquoketa seeks to transparently manage the City finances in a meaningful and clear manner for all concerned. The City's external financial auditor, currently Sikich LLP, is an industry leader in evaluating organizational finances. The firm itself assists the City on a yearly schedule offering management opinion on complex financial questions and offering regulatory training as updates may occur in legislative changes.

The City's actual accounting enterprise software is managed by Tyler Incode. The evaluation of a Tyler Incode City Budget report is painstakingly complex. The City manages a large amount of capital project and purpose based funds. Because of this challenge, City Staff produced an annual Major Funds Analysis starting in FY2022-2023. This allows a citizen, new council member, new staff member, etc. to review the City's major budget structure and strategic objectives in order to bring understanding up to speed with the fast paced changes of the City. This extensive analysis also includes departmental objectives for the coming year. Both a Major Funds Analysis and City Budget Report are provided for review.
